Proposed Provincial Health Authority Structure Feedback Questionnaire

Overview

On November 5, 2020 the Provincial Government announced a task force on health care (known as Health Accord NL). Health Accord NL engaged stakeholders to inform recommendations to reimagine the provincial health system. Health Accord NL delivered reports and recommendations for short, medium, and long-term goals for a health care system to better meet the needs of Newfoundlanders and Labradorians. Creating a provincial health care authority was one of the key recommendations.

Announced as part of Budget 2022, the Provincial Government began the process of transitioning the existing four regional health authorities (RHAs) to a single provincial health authority. In April of this year, David Diamond was named the transitional CEO.

Bill 20 (Provincial Health Authority Act) was introduced in the Newfoundland and Labrador House of Assembly on October 20, 2022. The Bill passed third reading on November 8th and received Royal Assent on November 9th

Under Bill 20, all RHAs and the Newfoundland and Labrador Centre for Health Information (NLCHI) will officially transition to a single provincial health authority on April 1, 2023. The organization will be responsible for health system transformation as envisioned by Health Accord NL. To prepare, an organizational structure has been designed – guided by defined planning principles, jurisdictional scans, internal expertise from all RHAs on work stream groups, and reviews by academics and external consultants.

Feedback from RHA and NLCHI employees, as well as community partners, is the next important step in designing the organizational structure for the provincial health authority.
