Quarry Legislation Review

The Provincial Government wishes to thank those who participated in the consultation process on the Quarry Legislation Review. Feedback from each portion of the engagement process was used to inform the What We Heard document.

The Department of Industry, Energy and Technology is now in the process of seeking approval from government to draft revised legislation. 

Overview

The provincial government sought input from the general public and key stakeholder groups to help inform a comprehensive review of the legislation that regulates the province’s quarry resources. Comments and recommendations from the public were received between November 8, 2019 and February 29, 2020 and consisted of over 700 comments recorded during in-person engagement sessions, the completion of 32 online questionnaires, and eight written submissions.

The existing Quarry Materials Act and Regulations have been in place for over 20 years:

The review is intended to result in updated legislation that more effectively supports the development of the province's quarry resources in a manner that is responsible, sustainable, competitive and supportive of private-sector investments and job growth.

What are Quarry Materials?

Quarry materials are non-renewable resources that include sand, gravel, rock, clay and soil in their natural state and are used in the construction and agricultural industries. The vast majority of quarry materials produced in Newfoundland and Labrador are mineral aggregates such as sand, gravel, crushed stone and blasted rock used for construction. In most cases, quarry materials are extracted and processed from either unconsolidated surficial formations or consolidated bedrock formations.

While the majority of the aggregates produced are used within the province, the number of projects and proposals to export construction aggregate is increasing.

The collection of information for this feedback is done under the authority of section 61(c) of the Access to Information and Protection of Privacy Act, 2015, for the purpose of collecting public feedback on the review of the Province’s Quarry Legislation.

Any personal information that may be received will be governed in accordance with the Access to Information and Protection of Privacy Act, 2015 and will only be used for the purpose of collecting feedback on the What We Heard document from the Province’s Quarry Legislation review.
