Review of Foreign Investment in the Fish Processing Sector in Newfoundland and Labrador


The Fish Processing Licensing Board (FPLB) is an arms-length government entity that provides an open and transparent decision-making process for fish processing licensing that is accountable to the public. The mandate of the FPLB is to make public recommendations on all fish processing license proposals or requests made to the Provincial Government.

The FPLB has identified that foreign investment in the fish processing sector should be reviewed from a fish processing licensing policy perspective by the Department of Fisheries, Forestry and Agriculture (FFA).

Foreign investment is when a company or individual from one nation invests in assets or ownership stakes of a company based in another nation. Foreign investment is different than commercial loans from a financial institution.
